I can't find out how to insert the mini-replies in a post

I can't find out how to insert the mini-replies in a post. I checked the help menu.  I didn't see a formatting icon to do this.  I tried the search feature.  I did a search though the how to threads, tips, and info and I can't find it.  

How do you add the mini-replies embedded in each person's response to a post?  Can I add it or is this an admin function?  If I can add it, how do I do it?  Can I only add it in threads I start or can I add it to a thread someone else has started?  (sometimes someone else starts my threads for me so I'd like to be able to add it later if possible.)

All the boards under the 'General' heading have comments disabled, some boards under the Groups heading (such as Books) have them enabled. 

So depending on where you are posting, you will see them on some threads but not others.

The on/off decision was based on requests from and polls of posters, some like them and some don't - but the majority prefer them off. 

They are admin controlled so you can't turn them on or off yourself. 

If if you post in a specific Group and the majority of posters in that group would like them turned on then that can be done but it would have to be a majority vote as a lot of posters really really don't like them
